Captain William Burtis House Phase 1 Stabilization Project
The Captain William Burtis House stands as the sole surviving 19th-century waterman’s cottage at Annapolis City Dock’s historic waterfront. Positioned on Prince George Street overlooking the 1957 USN Athletic Field House, this structure represents the last remnant of the once-thriving ‘Hell Point’ neighborhood—a community of small-framed vernacular homes largely lost when the US Naval Academy annexed and condemned the area in 1941.
Project Overview
Phase 1 Stabilization serves as the foundational component of the broader City Dock Resiliency Project, focusing on preserving this irreplaceable cultural asset while preparing it for future adaptive use as a cultural center.
Scope of Work
Our comprehensive approach addressed critical structural and environmental challenges:
- Flood damage mitigation and remediation
- Strategic removal of non-contributing historical additions
- Structural elevation to address future flood risk
- Complete framing redesign to achieve IBC compliance while preserving historical integrity
- Foundation and first-floor structural reinforcement following flood damage assessment

Adaptive Project Management
When funding delays and external scope modifications impacted the Phase 1 construction timeline, HD Squared maintained project momentum by seamlessly transitioning focus to Phase 2 development with AMRP – Mobility & Resilience Partners, demonstrating our flexibility and commitment to project continuity.
